Here is the answer I got from support in ticket CS3071656 to continue to try to download the HET IDE:
"Users need to log into e2e.ti.com before clicking "Ask a new question" button for fix to be applied to their account. If they were already logged in prior to the fix, they may need to log out and back in."We have recently implemented a fix. If you are still experiencing this error, please perform the following steps for the fix to be applied to your account:
-log-out from e2e first.
-log-in back to TI E2E support forums.
-click the "Ask a new question" button. "
Now I have done the last instruction, finish it now...
