I am asking this for our customer.
The user wants to make a static library like our driverlib.lib and then call it in their project.
How does the user do it on CCS Theia directly?
For example,
CCS 20.4.1
This is for at least MSPM0L130x/G150x/G151x/C110x.

I believe this may have been a more explicit feature in CCS v12.
I found this related E2E, but it seems that the guides have been updated since then.
I found this video online that shows how to create a static library in CCS v12.
You can then link the library in the project properties:

But with CCS Theia 20.4.x, where "create a new project/library" does not seem available, we are confused about how to do that.
Or is this function available now?
The functionality is the same as mentioned in the link you referenced.
Note that for MSPM0, it is recommended to use the example driverlib library template to create a library. You can access it using the new project wizard:
