Issue Details:

Yes, the XDS110 is detected correctly in Device Manager. - Have you tried this controlCARD on a known-good baseboard or tested another board on the same setup?
The customer has tested the TI controlCARD. - Are the 3.3V and 1.2V rails stable, and is the RESET signal not held low?
The customer confirmed that the 3.3V rail is stable but is unsure how to verify the RESET signal.
