AM2611: AM261x cdc-echo example doesn't start the USB when booted from OSPI

SDK version: mcu_plus_sdk_am261x_26_01_00_08

Board: LP-AM261 PROC193E2

We are having issues with cdc-echo example when booted from OSPI.

To flash the OSPI, am261x bootswitches are set to DFU, then sbl_dfu_uniflash is flashed.

./usb_dfu_utility/dfu-util -d 0451:6169 -a 0 -D ./sbl_prebuilt/am261x-lp/sbl_dfu_uniflash.debug.tiimage

After that, sbl_ospi_multicore_elf bootloder is loaded

python3 ./usb_dfu_uniflash.py --file=./sbl_prebuilt/am261x-lp/sbl_ospi_multicore_elf.release.tiimage --operation=flash-sector-write --flash-offset=0x0 -a 0 --use-sdk-utility

And the the cdc-echo application

python3 ./usb_dfu_uniflash.py --file=/home/x/workspace_am261/cdc_echo_am261x-lp_r5fss0-0_freertos_ti-arm-clang/Release/cdc_echo_am261x-lp_r5fss0-0_freertos_ti-arm-clang.mcelf --operation=flash-sector-write --flash-offset=0x81000 -a 0 --use-sdk-utility

After bootswitches are set to OSPI and reset is issued, no USB enumeration is happening on the host device.

Interesting observation: After attaching the debugger we noticed that usb_task_loop enters USB_dwcTask but never exits.

If the example is flashed via debugger, cdc-echo example works without any problems.
