AM2612: MCU+ SDK 28.01.00.08 - Flash XIP regression

With the new version of the MCU+ SDK for AM261X processors the FLASH XIP no longer works.  I updated our bootloader based on the current example from the 28.01.00.01 pre-release (this worked) and it wont boot core with XIP enabled.  If I disabled XIP then the core started booting again.  I went back to the AM261X_LP demo board to test my theory.  I built the SDK examples using the following command:

gmake -s -j2 -f makefile.am261x examples COMPILER=ti-arm-clang

I then created 2 mcelf files; one containing the bootloader ($./examples/drivers/boot/sbl_ospi_psram_xip/am261x-lp/r5fss0-0_nortos0) and hello world ($./examples/hello_world/am261x-lp/r5fss0-0_nortos/ti-arm-clang), the second one the bootloader ($./examples/drivers/boot/sbl_ospi_psram_xip/am261x-lp/r5fss0-0_nortos0) and hello world xip ($./examples/hello_world_xip_fss1/am261x-lp/r5fss0-0_nortos/ti-arm-clang).  The basic hello world example booted fine:

The XIP enabled hello world did not load the example much less complete boot loading.
