Will the XDS100V2 support Stellaris M4 devices ? IF not is there a current recommendation ?

Sorry for the delayed response. Yes, the XDS100v2 will support Stellaris M4 devices with CCDSv5.1. For more information about this as well the the xml file that you will need, refer to this post.
