If you have purchased the EKI-LM4F232, this kit comes with the evaluation version of IAR Embedded Workbench® development tools. If you wish to download the full version of IAR, please refer to the IAR website for further details.

Curious that - every official 4F Eval board uses way smaller - 10 pin - 0.050" header. So youve rolled your own - not followed example of TI's initial BGA and newer QFP M4F boards.
Beyond advice of RR - suggest you download - code-sized-limited (forever) version of Kickstarter IAR. Learn - build skills with that ver. initially. Only much later move to, "blink & gone" - time limited but code-size-unlimited ver...
(note that RR adopting cohort's "late nite" modus operandi...)
