Problems with power on TMS570 LS3137

Hello.

My problem is that the termination of the debug session led to the crash of the memory, then computer was rebooted. After that, on the development board TMS570 LS3137 dimmed power-LEDs and power to the board is not supplied. P1 connector on the voltage 5.2 V. I suspect that the problem is in the converter from 5V to 12V. 

Please answer me how to solve this problem.

    Can you please measure the voltage at TP12 (5V), TP14(1.2V), and TP16(3.3V)? If TP12 value is not 5V, please check the voltage at right end of F1 (on HDK backside).

    The voltage at the right end of F1 should be your power input (5V or 12V).

    The voltage at TP12 = 0V, at TP14 = 0V, at TP16 = 0V. When XDS100v2 connected the voltage at TP12 = 0V, at TP14 = 1.12 V, at TP16 = 1.3 V. The voltage at the right end of F1 is 5,21V. The voltage at the left end of F1 is 0V.
    When I contact power-connector P1 and element L8 (right end), HDK started working. Is it possible to solder a jumper between P1 and L8 to ensure operability of HDK or I must to replace some of the elements?
