The best answer that anyone can give is to check with authorized distributors for available stock. Granted, checking 5 distributors separately can be kind of aggravating, so I recommend using this;

I don't see any supplier having stock of stellaris ARM MCUs, are these in production or just experimental stage ?

Yup! This controllers went out of stock everywhere. As far as I know Digiky will be the best place to buy TI controllers.
