TMS570LS3137 programming problems

I designed a board for TMS570LS3137 and try to connect it by J-link programmer & J-Flash software but the J-Flash can't read the core ID and say this error

"Unexpected core ID. (Found: 0x00000000, Expected: 0x4BA00477, Mask: 0xFFFFFFFF)"

I check my boad but i can't find any problem in my board.

please help me.

Thanks for using our forum.

I did try SEGGER J-Flash ARM V4.72 on a TMS570LS3137

I'm able to connect and run a blank check. I don't have a license to erase or program the part.

Which version of the software are you using?

I did try SEGGER J-Flash ARM V4.72 on a TMS570LS3137 too.

I did try with keil but the keil can't connect to IC.

do u think the problem is from software or hardware ?

I did try Kiel uVision 4.71.2.0 and a TMS570LS3137 HDK.
I have no problem to connect, erase or program the part. Here is the way I've configured my project:
