The Bill of Materials, table 4-1 on p. 18 of the TIVA (Stellaris) Launchpad User's Guide Doc SPMU296 (SPMU289A) shows item 26, capacitor C31 as a 'Do Not Populate' item.
I believe this is a typo and it should be capacitor C13 that is not populated.
That would make it consistent with both the schematic and the actual Tiva boards I have.
