VDDC LDO capacitors

I have been looking at the stated requirements for the LDO capacitance and comparing to the parts used on the EKI-LM4F232 evaluation kit.

 

The requirements state a minimum ESR of 10mOhms is required for regulator stability.  The 0u1 used on the evaluation board has a typical ESR of 8mOhms at 10Mhz, I'm still checking the 1u part.  But since there are multiple 0u1 parts used on the VDDC pins it would appear the evaluation board already violates the stated requirements.

So I am left with a question.  What are the real requirements?  Am I missing something on the eval board that compensates for the low ESR of the capacitors used?
