HET IDE will not launch

Per dialog boxes I have re-installed the software, and have included the path to SynaptiCAD (C:SynaptiCAD\bin\win32\)  in my path variable.
"syncadlauncher.dll" does exist in the specified path.
 
Upon installation I still get an HET IDE setup message "Your path environment variable may have reached the limit, please ensure that the path to SynaptiCAD\bin\win32 has been correctly added" . The referenced path is in the middle of the path variable.
 
The system has been re-started multiple times. Does anyone have any thoughts or suggestions?
