In the schematic shown in The Tiva launchpad user's guide, PD0 is shown connected to PB6 and PD1 is shown connected to PB7 through 0 ohm resistors R9 & R10. What is the purpose behind this connection and can they be isolated?

I dont know the reason why this ports are connected together.
Possibly the connection has been used in productions quality verification.
If you want to use all ports i.e. because you want to add a TFT display as the workshop shows you have to remove the zero ohm resistors anyway. There are no restrictions to not do this.

Those signals are connected to bring I2C functionality to the booster pack connectors.
