The two low power modes - doze and sleep - basically shut off the CPU entirely. So they won't affect CPU performance. Your CPU performance is simply going to depend on the PLL setting; and to a much lesser extent on the flash wait state settings. [e.x. you might find that 27.9MHz with 0 DWS is faster than 30.1MHz with 1DWS but this should be a 2ndary consideration]

The performance will be determined by the clock setup in Halcogen. For maximum performance, you would need to setup the PLL to 80MHz with 2 data waitstates with PLL enabled as the source for HCLK and VCLK = HCLK.
The default setup of the clocks in Halcogen is configured for the max level of performance and there is no low power management (doze, sleep modes) enabled. Note that the configuration in Halcogen is based on a 16Mhz oscillator so it will need to be modified if a different oscillator clock is used. Note that you will also see the most power consumption at these settings so, if power consumption is a concern, you will need to "sweet spot" the system clock to achieve the best performance to power ratios as Anthony has mentioned.
