    PF0 is a special pin - this class MCUs - and requires "unlocking" prior to your attempted use as CAN.  MCU manual - GPIO section - details and describes this unlock process.  Realize that PF0 is your potential CAN_RX.

    You, "CANIntRegister()" - but the commentary advises that this should be reserved for "dynamic vector table allocation."  Suggest that you use far more normal/customary static allocation - making use of the start-up file's interrupt vector table.  (many, many examples detail)

    You report that CAN_TX is silent - yet we find no, "direction to transmit" anywhere w/in your short code listing...

    Suggest that you re-visit Examples\Peripherals\CAN\simpleTX (and simpleRX) for needed, further detail.
