SCI speed over USB to PC

I'm trying to communicate with my TMDXRM46CNCD over the USB/JTAG/Serial connection.  I can run up to 115200 baud, but not any faster.  When I try faster baud rates, I don't get any data out of the processor and back to the PC.  The processor behaves like it's not receiving data (simple one byte commands).

The SCI on the RM46 should go to about 3M baud and my experience with USB/Serial connections is that they usually go up to 921600 baud.

Does anyone know what the limit should be?  And what I might be doing wrong?  How can I get the baud rate higher?
