Did you use Juniper VPN?
The Juniper VPN (or some other programs) that got pushed to on our PCs uses the same port 4242 by default.
You can terminate the Juniper VPN process (unless you're using it!) and then use the HET IDE.
We will post an update version of HET IDE eventually.

I am not using any VPN program. When i don't see this error simulation works perfectly but since two days i could not load any program.

It might not be a VPN program - but some other program that uses the same port.
You can try the attached executables. Download these 0447.HET.zip and paste them over your current HET IDE installation.
Where ever you have the HET IDE installed, for example C:\Texas Instruments\Hercules\HET call this <install dir>.
These executables have been patched to use a dynamic port # instead of a fixed port 4242 ... the fixed port # can cause a problem if some other app like a VPN is also using the port. In TI we've got a VPN program using this port, but I also found that a web meeting program was using this port.
Anyway, when you have these executables patched you should see this message now:
Except the port # will probably be something different, it'll be whatever's free on your PC ...
Using dynamic port for communication is a good solution. Now simulation and IDE working great.
