How can I create components in Altium Designer?

I want to make Altium components for TI parts I'm using in my school project. My main part is TM4C123GH6PZ. I have Altium Designer Platform Build 27009 I think it's V10. I'm not 100% sure though. It doesn't say in help>about

I see a lot of parts have BSDL and IBIS models and some have ORCAD files. However, I was unsuccessful trying to import these files to Altium. I've read somewhere that the import wizard sometimes is unable to import a file if not opened via file>>open and chose the file you are trying to import.

and still was unsuccessful. 

If there's a way to import the TI IC's I'd appreciate being told the solution. 

I spent a lot of time trying to figure this out I was probably better off making all the components and footprints my self. I already did the component for the Tiva C I'm using, but I want to make sure the footprint is accurate to prevent any problems with the PCB process. 

Can anyone do me the favor and post the Altium footprint for TM4C123GH6PZ, pleeaase. I appreciate the help.
