Did you download the LMFlashProgrammer, ICDI and FTDI executables from the following link?

Also which dll is missing? if it is a windows dll then you may want to check what windows support packages may be needed for Windows-7 or XP for the dll

LMFlashProgrammer can be called as a command line utility in LabView using the system vi. Did you try the same?
