One of my customers would like to order the DK-TM4C129X board with the TM4C1299NCZAD device installed. Is this possible? If not, can the device installed on the DK be removed and replaced with the TM4C1299NCZAD device?

I doubt TI will custom modify a board for you.

It is a BGA device, which will be difficult to rework (not impossible if you've got the right tools though; easy to destroy the board if you're not careful.)

No. It does not come with the option of part.

Replacement can be done provide both parts are BGA, and Pin Configuration for Peripherals is the same.
