TMS570 TEST pin usage

Hello

All datasheets, application notes and example designs with TMS570 devices recommend to pull the TEST pin to ground. I wonder what the function of the TEST pin is. Would it be possible to prevent the device from beeing accessed or re-programmed via the JTAG interface if the TEST pin is pulled-up?
