How to program Hercules launchpad MCU from another launchpad?

Would you please provide more details about what system level function you want to achieve? One option to work with 4 launchpad is to hooked them in to a powered USB hub and use CCS to talk to them one by one.

I want to use one Hercules launchpad as the flasher/burner for the target board, which will contain 4 ti hercules processors. so the question is how to use lauchpas as a flasher and how to connect processors together on hw level and how to configure CCS for this ?

How i shoud connect 2 hercules boards in daisy chain?

This is a complex question because RTCK is involved.

For the CCXML file you should have both devices in the tree under the level of the emulator.  If you have trouble w. your CCXML config, please post a screenshot of it and we can examine it or post the file itself.

So, correct me if i'm wrong, i DO need emulator with RTCK broken out ?

Grey area.  Strictly speaking the answer is yes.  There is a workaround to not having RTCK which is to run TCK at << 1/8th of the device frequency - but if you're connecting to blank devices that don't program their PLL the device frequency can be quite low and you'd need to set TCK maybe to 10's of KHz to work around this.
