need of two microcontrollers in launchpad, Loading program to flash using usb to serial converter

The other Tiva microcontroller functions as a ICDI. You will understand better if you see the schematic diagram at the User's Guide.

Then use a TM4C129 based kit as reference for your design. There is the Tiva Connected Launchpad and the Tiva Development kit. There is already ICDI interface at the board to load your program.

Learn some basic electronics and circuits. Maybe you can learn from existing designs.

I also sugest you visit Stelarisiti.com forum since there's a part for Energia there. In 43oh.com you also can post about Tiva in the Energia section.

About learning electronics i used google alot, but realy alot. As Markel said, learn from existing projects. I need to limit current? Well search, i didn't understand why there was a transistor with a mosfet and why it was diferent? well search that. Then of course there are forums to help you with what you can't realy understand alone but personaly i don't use E2E for that, i use more those 2 forums i sugested
