You are the first one to ask about this in the last five years - seems not, since even the specification is several hundred USD.
Instead, you may find out some postings about OpenCAN (search this forum).

Edit: take into account that even OpenCAN must be validated by a third party if your product should be commercial ones.

It seems like we have to develop it and validated by a third party since our product is commercially used. Or is there any third party selling the code/binary that work closely to TIVA platform microcontroller?
