Is not clear what you mean with "burn".
If you mean program with ICDI interface the answer is no.
If you intend load replicator software on TIVA, with some adaptation answer is yes.

What sort of programming interface is it. Is it the 2-wire ARM or a custom programming interface?
Please note that Tiva Supports only JTAG and SWD.

The definitive answer is NO, to program an MSP430 chip you need a FET like interface so if you reprogram a TIVA with proper code you can do but with arm interface you cannot, so if you are seeking a VERY low cost solution byu a Launchpad MSP430 and use as programmer. Take care this just work on MSP430 SPY BY WIRE only and is not full JTAG.
FET code is public domain, one of my dream is to use a TM4C1294 to make a network TIVA and MSP programmer too, but time has prevented me too many times. We don't have information on how to build a compatible ICDI/JTAG interface for TIVA too. If you are experienced programmer and have a lot of spare time we can exchange details about.

Indeed we have, taken it offline. But on the main thread, you are right the FET is something which would not be doable from the ICDI on the LaunchPad.
