Do we have any tools or spreadsheets for estimating the Hercules power consumption for a given use case?

    We don't have any utility or spreadsheet to do such calculation.

    Anyway, you can have a look to the following application note: 

    Also, in each datasheet, in the section Power Consumption Over Recommended Operation, you will find a formula to evaluate the max ICC for operating mode and PBIST mode.
