How to Gain Access to ICEPICK-C Technical Documentation

I am a developer for third party flash programming/debugging probes. Currently, I am looking into adding support for the TMS570 series and other ARM based microcontrollers that incorporate the ICEPICK module. To do this I need to understand how to properly configure the ICEPICK module to communicate with the ARM debug port via JTAG. According to this page, I need to be a a part of the "Emulation Developer Community" to gain access to the relevant documents. I've emailed "3p_mkt@list.ti.com" to request and the address seems to not exist anymore. What is the proper procedure for gaining access to this documentation?
