Can the j-link emulator be used with CCSv4.1 to debug the TMS570LS20216 device?
The J-Link JTAG emulator is not supported by Code Composer Studio v4.x for debug of the TMS570LS Series (Cortex R4F CPU) Microcontrollers. Supported emulators include:

The Keil MDK-ARM supports the TMS570 and the Segger J-Link.

You can also use JTAGjet-470, JTAGjet-570 or JTAGjet-CCS from Signum Systems.
They all support CCStudio 3.3 and 4.x. See:
