I have populated the 14 Pin header JTAG [J12] in the lauchpad and want to program an external RM48x Controller using this lauchpad, is it possible?
The LAUNCHXL2-RM42 board's 14 pin jtag header is designed to let you use an external debug probe with the launchpad (in case you want something faster than XDS100v2.) It's not designed to work the other way. This isn't to say you couldn't make it work but the 14 pin JTAG header isn't symmetric between the debug probe and the target -- some pins on the debug probe side 'sense' voltages and on the target side these voltages need to be applied. This is for detecting a cable-break / plug in of external emulator and for allowing the XDS100v2's CPLD to drive it's outputs based on the sensed target IO voltage.
You should really get a standalone XDS100v2. These are available through various places - I just checked a few days ago and they were selling on ebay for $40. The design is also openly available on the TI processor wiki for you to download and build your own if you like.
