To resolve this, you need to:

a) Include driverlib/rom.h

b) Define a preprocessor symbol to define which device the application runs on.

If you are using the CCS simple perspective?

If so you might be encountering a known bug in CCS 6.1. See https://e2e.ti.com/support/development_tools/code_composer_studio/f/81/p/410823/1471704#1471704 for a work-around.

If you import the "blinkly" example from TivaWare into CCS you will see an example Post-Build step in the CCS Project Properties (under Build -> Steps -> Post-build steps) which runs the tiobj2bin program in the TivaWare installation to generate a .bin file:
