TMS570LS31x Hercules Development Kit (HDK) DS2 VCC_1V2 Blue and DS4 VCC_3V3 Blue not working and not able to flash microcontroller

Hi,

I am using TMS570LS31x Hercules Development Kit (HDK) for my project development. When i power up the board with 12V adapter, the below LED's should glow which indicated board has powered successfully.

DS2 VCC_1V2 Blue
DS3 VCC_5V Blue

DS4 VCC_3V3 Blue
DS5 VCC_12V Blue

After flashing multiples times, I am facing a strange problem, that i am not able to see below LED's glown on power up. 

DS2 VCC_1V2 Blue

DS4 VCC_3V3 Blue

This indicates me that 3.3 V and 1.2V supply is not working as expected. 

I just want to know if any one has faced the similar problem. If yes, how to fix the problem in development board to make it work( which component damage could leads to this problem).
