USE ICDI DEBUG OUT other target

Dear,

I reference TM4C1294 LaunchPad's SCH, and make another target,so I want to use the TM4C1294 LaunchPad's ICDI to debug my new target,but it occur a problem.

CCS window shows that CORTEX_M4_0: GEL Output: Memory Map Initialization Complete CORTEX_M4_0:Error connecting to the target

so I want to know where is wrong?
