Launchpad TM4C123GXL does not connect with laptop properly

The Unlocking sequence is handled by the LMFlashProgrammer Tool unless you know with 100% certainty that Keil does the same.

Can you check another machine (to be sure it is not a problem with your machine alone)? So many issues on a single machine make me doubt that source (the PC) as being the cause in some manner.
