Looks like I have came across same problem as in below link.
I am using TM4C123GXl, rev7. I had tried to download LM flash programmer build 1613.
Setting:Configuration->QuickSet-> TM4C123G launchpad,
But when I tried to do update, it throw error: failed to program the device.
Labview works fine with 9600baud, but with 115200 baud it gives error
