At the System Design Guidelines document (pg 33) its add a parallel resistor and capacitor and did not mention in the document the dimension.
( C38/R44) Which they should be?
Why C#* is for 2KV?

2KV is the breakdown voltage of the capacitor. Note that the CAP is facing the line which can have transients and the cap needs to sustain the same.
