TMS570LS3137 Switching characteristics using EMIF_nWAIT Timing

I'm using TMS570LS3137ZWT.

I have a question about  Switching characteristics using EMIF_nWAIT Timing.

By Table 6-28. EMIF Asynchronous Memory Switching Characteristics (p.87-88 in SPNS162C), No.3, 10,15 and 24 will be extended by EWC when using EMIF_nWAIT (EW=1).

In note 3 (p.86), it is described that the minimum value of EWC will be "1".

Considering both, the minimum value of No.3, 10,15 and 24 will be over 16 cycle  when using EMIF_nWAIT (EW=1).

Is it right?
