The TMS570LS12x and TMS570LS0714 are pin compatible to each other. The 570LS12x launchpad is a development board for customers to develop their software before their own boards are built. So eventually, the customers will need to have their own board developed. Once you have your own board you can swap in either LS12x or LS0714.
For initial software development I will suggest that you continue with the LS12x launchpad.
You should also be able to take a launchpad (LS012) remove the 1224 device, and replace with a 0714.
It is a QFP so removal / replacement is feasible with a little care and the right tools.
We have to build the launchpads in large quantities to get the cost down - which is why we don't have a flavor for every different part #.
But like Charles says - you don't need to do this really because the parts are compatible, if you restrict the usage of resources to what
the LS0714 has - then the same software for the 0714 will run on the 1224 without modification.
