Does the flash programmer use the bootloader to write ?

I am trying to update the image of the CC2538 from remote, and we do this use the SSB. It's proved that takes too much time, every command  takes 200ms(in the linux ), and we need 2000 times' writing, which contains 6 commands, totally takes 20 minutes.  However, the IAR and the flash programmer doesn't need to take so long, why?  Does the flash programmer use other protocol?
