EK-TM4C129XL Decoupling Capacitor Placement

Hello,

I'm trying to understand the placement of C41, C17 and C16.

C41 I understand as general good decoupling practice and it's placement falls in line with C40, C42 and C43.

C17 and C16 I believe are to quiet the noise on the Ethernet lines. C16 seems well placed but the location of C17 has me wondering.

Where best should C17 and C16 be placed for optimal effect?
