What you would expect from the RM48L952 without any software (blank flash) running when plugging it into a laptop?

    Not much.

    It may not even be noticed as a connection because a lot of boards have a soft-connect pin on the phy and it'll default such that it doesn't pull up the DP or DM connection on the USB bus until the MCU sets the soft connect pin to 'connect'.

    If it happens to even be noticed as a connection - since the device wont' respond at all (empty flash) the host OS should pretty much shut it down.
