Can't connect to tiva4 TM4C1294KCPDT with XDS100v2

I have a new PCB which has 4 TM4C1294KCPDT, each with its own JTAG port and 3.3V power rail. I tried to download code to each processor and got the same message;

Error connecting to the target:
(Error -1063 @ 0x0)
Device ID is not recognized or is not supported by driver. Confirm device and debug probe configuration is correct, or update device driver.
(Emulation package 6.0.83.1)

I used Uniflash to do a simple erase on all 4 processor and got the same message. I know the processors are connected properly because each section is a copy and paste of a design that has been working for months now. The USB JTAG is also not at fault because I still can erase and program the original design. What could cause this problem? Clock speed, VCC, VDDC, is it possible that the processors can become locked out of the JTAG.
