I use TMS570LS3137.

Is this check to recognize a fault by comparing GIO Data Input Registers and GIO Data Output Registers?
Also, does Boot Time need to check with two values of low / Hi?

    Hello,

    Yes, this is the primary reason. Also it is to check that both the output buffers and input buffers are functioning as intended so it should be driven high and low to test both conditions. For extra testing you could also toggle pins next to the GIO in opposite manners to check for potential shorted adjacent traces or pins/balls.
