Is MCAL supported on our Hercules MCUs?

If so, is it through 3rd parties only? And who?

I think this has been mostly handled off line but for completeness, I am providing some level of answer in this public forum.

To directly answer, there is support for AUTOSAR offered through third parties such as Vector and Elektrobit which include MCAL.

MCAL is also supported directly by TI but should be discussed on a project by project basis.
