Hi,
Depends on what OS you have worked up to now, what is more flexible and suitable to you. This is for software only (you).
For hardware point of view - depends on what you/your company uses and if you make a board just for you or your company - take into account you may need to make/design a PCB - and here there are many other options - what you have/know at this moment, will you design the PCB or other person, where you/your company will order/make the PCB ( some other providers may impose some restrictions to the provided Gerber files) - and finally if the board will be transferred to production - what tool will you need to recommend.

Again, "better" means whatever is more suitable for you.
I used at the working place Windows, CCS, Microsoft Visual C and C#, ( we had to design some software production tools, MS has a very good debugger), Python for other tools purposes.
From hardware point of view - whatever you find out useful - the company had Orcad, but I did not designed boards with this tool. A free alternative may be Kicad, easier to make footprints libraries.
