Compiler/TM4C123GH6PM: Unable to initialize device!, error code=4

Tool/software: TI C/C++ Compiler

I cannot download to the flash.

When I try to flash download or erase from the uVision4, I get the following message:

      "Could not initialize target device. Please power cycle the board and try again."

Following is the compile message

Load "F:\\Asim\\Electrical Engineering\\Keil Projects\\uart led.axf"
Connecting: Mode=JTAG, Speed=1000000Hz
Unable to initialize device!, error code=4
Error: Flash Download failed - Target DLL has been cancelled

What to do please help...

    Had you (earlier) downloaded code - and (only) thereafter - received such notice?

    Mistake in the System Clock setting function - or disturbing (any) of the 4 JTAG pins (PC0-PC3) - is the (usual) cause of your difficulty.

    It may be possible for you to employ the "LM Flash Programmer" - and (unlock) your board. I must go now - you may learn the required details via the "Search function" (atop this forum - enter "Unlock the MCU.")
