when i'm trying to Debug on Tiva C  ( TM4C123xl Board )

it gives me an error saying  : Error connecting to the target

any help ?

    Many posts here describe (closely) similar situations.
    That said - more information is required - and your use of the "Search" mode (very top, this page: keyword, JTAG issues) should provide a slew of tips & ideas to assist.

    Your writing suggests that you were - at least - able to connect and load code. (otherwise - there was no point to "debug.") Had you (ever) been able to "debug?" Your history w/this board - success & failure listings - (presented here) and a good read via the "Search" vehicle should get you started...
