RTOS/TM4C129DNCPDT: Issue in creating SYS/BIOS project

can you go to View->Resource Explorer Classic, and check if you have TI-RTOS for Tiva available in the left pane. If you do, navigate to your device and try to import an example.
Which version of TI-RTOS are you using?

I will be able to navigate to TI RTOS for Tiva C and imported example projects. and also I will be able build those project successfully. but I am not able to create new project only I can import existing project. I want to create new sys/bios based project for my requirements.  please find the below snapshot when I creating new project.

I am using TI RTOS version is 2.16.0.14

Unfortunately, TI-RTOS doesn't support creating new projects from that dialog. But, even if it did you would still have a project with some initial content. It would be the same project that you can get by importing Empty Project from Resource Explorer.
Once you import Empty Project, you can delete the content of any file and replace it with your code, you can rename the project, rename the project files, etc.

If not at all possible, then how Ti Manual "SPRABW1 – April 2014 section 2.2" describes creating sys/bios minimal project.

can you please clarify on these?

That document is about SYS/BIOS and explains how to create SYS/BIOS projects. TI-RTOS is a different product, which includes most of SYS/BIOS, but the examples are organized differently in TI-RTOS.
