I have posted about this before but, I have collected more and different info about my problem:

I'm trying to run the Uniflash command line tool to flash a TM4C129CNCPDT based microcontroller board. This board has a hardware reset button which is active low, when I attach the debug probe to a broken out 14pin JTAG header, the voltage on the reset pin drops from 3.3v to 1.8v, when the external reset button is pressed, the processor resets, but it cannot begin execution again because the voltage is too low to recover from a reset. Then when I initiate a flash onto the board, the flash exits successfully, indicating that PC has been set to the entry point of the code that was loaded, then hangs as if it hasn't been reset. I took measurements at this point and found that the reset pin is at 3.3v and when the external reset is hit, it only drops to 1.8v, not enough to cause a system reset. So the probe must be disconnected and reset externally to restart execution. We also have XDS200 JTAG debug probes, when I use the exact same method to flash the microcontroller(Uniflash command line, or any other tool) it's able to flash the board reset and begin execution with the reset pin being held at 3.3v when high and ~1v when button is pressed.

Any ideas of what is going on here?
