TMS570LC4357: compliance report for railway EN50126, 50128, 50129

Dear,

This is about the purchase of MCU’s TMS570lc43x of TI.

We are going to develop systems for railway signaling by using TI’s MCU products. And as a condition of development, the products shall be certified by the TUV SUD.

TI’s MCU products qualify for SIL 3, which meets the standards of IEC 61508.

However, the TUV SUD requires a compliance REPORT to ensure that the provisions of IEC 61508 comply with the EN50126, 50128, and 50129 which are railway sectors.

I'd like that TI is able to provide us a compliance REPORT, and if so, please provide us with any relevant information.

    TI has certified the device to ISO61508 SIL3 as well as ISO26262 ASILD. The certification was completed by TUEV SUED and the certificate and certificate report are available for download at this link: http://www.ti.com/lit/spnq012. TI does not provide the detailed technical assessment report. Since the certificate is issued as a result of the assessment of compliance to the IEC61508 standard by an authorized certification provider, it is all that is needed to be provided to your assessor.

    If there is further information needed or your assessor will not accept the certificate in replacement of the assessment report, please let me know and I will discuss this with our certification team and TUEV SUED. If your assessor is also from TUEV SUED, they may also discuss this with the TUE SUED silicon team directly.

    Thank you for the answers.
    We are working together with POSCO E&C who is under assessment by TUV SUED.
    POSCO E&C have already downloaded the IEC 61508 SIL 3 Certificate, Safety Manual, and Safety Analysis Report from TI’s homepage and submitted them to TUEV SUED. However, TUEV SUED requires a compliance report for the products(TMS570 LC43x), since IEC61508, the standard of the certificate, is not 100% consistent with the railway standards EN50126, 50128, and 50129.
    As you mentioned, it seems like a discussion between TI’s Certification team and TUEV SUED is needed, or a direct discussion with the TUEV SUED silicon team is needed.
    We would like you to provide a compliance report or an assessment report for this matter, or to have discussion between TI’s Certification team and TUEV SUED, or to have discussion directly with the TUEV SUED silicon team.

    There is no assessment report available since we have the certificate. I am the Functional Safety Manager and we have not had to provide this in the past. I will discuss this with the TUEV SUED silicon team. I will come back to you when I have more information.

    In regard to compliance to EN5012x/IEC622xx we can provide specific information upon request, but we do not have any compliance documentation to those standards within reason.

    Some additional comment.

    What the assessor is requesting here is a delta between the two standards. This would then be something that the system integrator would need to do since we have no expertise in the rail standards. Once you have the differences, we can help review what data or documents are missing and provide support to help you close those gaps (again within reason) but the key here is that we do not have the Railway expertise to perform this task. Any component specific requirements can be discussed when they are discovered.

    As a matter of information, I have reached out to our assessors at TUEV SUED and they are going to discuss internally with their railway assessors group. They will comeback to me when they have clarification of what is needed. Since their colleagues are on business travel, it may take some time (1 to 2 weeks) for them to come back to me on this.
